Functions of the Commission

Odisha State Commission for Women Act, 1993

Statutory Functions

The functions of the Commission have been mentioned under Section 10(1) of the Odisha State Commission for Women Act, 1993. The Commission shall perform all or any of the following functions:

  1. Make in-depth studies on:
    1. The economic, educational and health situation of women of the State, with special emphasis on tribal districts and under-developed areas.
    2. Conditions in which women work in factories, establishments, construction sites and similar situations and recommend improvements to the State Government.
  2. Compile information from time to time on instances of offences against women in the State, including cases related to marriage and dowry, rape, kidnapping, criminal abduction, eve-teasing, immoral trafficking and medical negligence.
  3. Coordinate with State and District Cells for atrocities against women for mobilisation of public opinion and speedy reporting and detection of offences.
  4. Receive complaints relating to:
    1. Atrocities and offences against women
    2. Deprivation of women’s rights relating to wages, health and maternity
    3. Non-compliance of Government policy decisions relating to women
    4. Rehabilitation of deserted and destitute women
    5. Atrocities on women in custody and remedial measures
  5. Assist, train and orient Non-Government Organisations in legal counselling of poor women and enabling access to legal aid.
  6. Inspect or cause to be inspected jails, remand homes, women’s institutions or other places of custody and take remedial action where necessary.
  7. Perform any other function referred by the State Government.

Powers of Civil Court

While investigating matters under clause (a) or clause (d) of sub-section (1), the Commission shall have all the powers of a Civil Court, including:

  1. Summoning and enforcing attendance of any person
  2. Requiring discovery and production of documents
  3. Receiving evidence on affidavits
  4. Requisitioning public records from Courts or offices
  5. Issuing commissions for examination of witnesses and documents
  6. Any other matter as may be prescribed
